Socket communications and binary message decoding ? GPS trackers ...

I need a professional to help me expand parser components on GPS tracking device parsing project. The project involves GPS tracking devices mounted in vehicles sending messages over SOCKET connection. The device in question and each has its own message decode component. There is one Socket connector component and the service then utilizes Microsoft Management Queue to put the messages into. The message decoding services then read this decode the message and write the decoded data to DB.
